Terroristic attacks and rising fears of future ones will end the Schengen Agreement, a treaty that allows open borders throughout the EU. Failure to close borders and deal with domestic terrorism will likely lead civil unrest throughout Europe's largest cities.  Politicians that refuse to close borders will likely be voted out of office in 2017 and 2018.
