The Future of The EU
EU leaders are set to discuss enlargement at the upcoming European Council meeting on 18-19 December, amid compelling geopolitical arguments for accelerating the accession of the Western Balkans, Ukraine, and Moldova. Yet, as Paul Schmidt argues, while enlargement is vital for stabilizing the EU's neighborhood and countering external influences, the Union remains institutionally unprepared for this next wave.
Public opinion in nations like Austria highlights widespread skepticism, with many viewing the EU's unresolved internal challenges as a higher priority than pursuing broad geopolitical objectives.
In contrast to previous enlargements, where institutional reforms were proactively planned, the EU has repeatedly deferred critical updates. Patchwork solutions—such as proposals to curb veto rights for newcomers—do not tackle core issues in decision-making, rule-of-law mechanisms, budgetary frameworks, and institutional equilibrium. Absent reforms to qualified majority voting, parliamentary representation, the European Court of Justice's role, and the EU budget, expansion could severely hamper the Union's functionality.
Schmidt emphasizes that meaningful structural reforms must come first if the EU is to preserve its effectiveness, unity, and ability to emerge as a more autonomous and influential global power.
