Big Beautiful Bill Causing Problems For States With Spending Problems

Colorado leaders are assessing the financial impact of President Donald Trump’s newly passed federal budget law and weighing whether to call a special legislative session before the 2026 regular session. Governor Jared Polis said the state is still analyzing the law, which is expected to cost Colorado about $1 billion a year once fully implemented through reduced federal funding for programs like Medicaid and SNAP and lower tax revenues.

While many of the largest cuts will not take effect for several years, lawmakers want to determine whether early action could help mitigate the impact. Budget writers warn the state cannot fully backfill lost federal dollars, potentially leading to reduced healthcare coverage and services. At the same time, Colorado is evaluating how new federal tax breaks, including exemptions for tips and overtime, will affect state revenues, sparking political debate and a conservative-backed ballot initiative.

Other issues that could prompt a special session include possible changes to business taxes, adjustments to ballot language for the Healthy School Meals for All program, and delaying the start of the state’s AI anti-discrimination law. Any decision is complicated by the fact that lawmakers did not set aside funding for a special session.
